Russia and Sudan Reach Agreement on Red Sea Naval Base

Russia and Sudan have reached an agreement on the establishment of a Russian naval base on Sudan’s Red Sea coast, according to Russian state media reports.


Russian news agency TASS quoted Sudanese Foreign Minister Ali Yusuf, who arrived in Moscow on Tuesday, as saying, “We have agreed on everything regarding the construction of the Russian base.”




Yusuf had previously stated, shortly after his appointment as Sudan’s foreign minister in November 2024, that he had no objections to the establishment of a Russian naval facility in his country. In December, Bloomberg cited Sudanese intelligence sources and four Western officials confirming ongoing negotiations between Moscow and the Sudanese military regarding the base’s construction in Port Sudan.


Under the terms of the agreement, Russia will establish a naval facility designed for the repair, resupply, and logistical support of its fleet operating in the region. The base will accommodate up to 300 military and civilian personnel and will have the capacity to host up to four vessels simultaneously.


However, the deal has drawn criticism from the United States and several other nations, who view the establishment of a Russian military presence in the region as a potential threat to international security.
